الفکر المقاصدي النبوي تجاه قضايا الرأي العام

     يهدف البحث إلى بيان کيفية  تعامل النبي ﷺ مع القضايا التي أثيرت على عهده وشملت قاعدة عريضة من الناس وکونت رأياً عاماً، وإبراز الفکر المقاصدي النبوي خلال تناوله ﷺ لهذه القضايا. وتحقيقاً لهذا الهدف تناول البحث النقاط الآتية: التعريف بالفکر المقاصدي ومقوماته، التعريف بالرأي العام ووظائفه، والأسس المترتبة عليه، والمؤثرة فيه، وأقسام الرأي العام باعتبار الزمن(الدائم والمؤقت)، وخلص البحث إلى أن النبي ﷺ لا يتعامل مع ظاهرة الرأي العام من منطلق الترضية لأصحاب الرأي فحسب أو المصلحة الشخصية لفئة معينة، إنما من منطلق الوحي الإلهي والبلاغ عن الله عز وجل، وربى النبي أصحابه وأبان للدعاة بفکره المقاصدي تقرير مبادئ هي: الخلاف في الفروع حکمة ربانية وتشريعية، واحترام المعارضة النزيهة التي تخدم المصلحة العامة، والتصريح بالرأي والتشاور وإلزام العمل بالمشورة بعد الفصل فيها، إقامة الحدود بالبينة الظاهرة، وتأليف القلوب بالعطاء أقرب طريق لقبول الدعوة وأمن المکر وإقامة المصلحة، وأهمية القدوة العملية في الأثر والتأسي، الثبات على الإيمان والطاعة لله ولرسوله ﷺ.

To achieve this goal, the research dealt with the following points: Definition of Makassed thought and its components, definition of public opinion and its functions, and the foundations and implications of it, and sections of public opinion as time (permanent and temporary), and concluded that the Prophet does not deal with the phenomenon of public opinion in terms of satisfaction For proponents only or the personal interest of a particular group, but in the spirit of divine revelation and reporting on God Almighty, and the Prophet raised his companions and the proponents of his preachers Makassed thought to determine the principles are: The statement of opinion and consultation and the obligation to work advice after the adjudication, the establishment of boundaries with the apparent evidence, and the formation of hearts to give the earliest way to accept the invitation and the security of deception and the establishment of interest, and the importance of practical role model in the impact and despair, stability on faith and obedience to God and His Messenger.
